Laneway Building Surveys for property owners with a laneway building, laneway building occupants and neighbours adjacent to a laneway building

Please take the survey intended for you!

As you may know, the City of Toronto is bringing a set of policies forward around laneway housing. It is expected that draft guidelines (Official Plan Amendments and zoning by-laws) will be approved at the June 6th Toronto East York Community Council meeting. After that, it will be brought to City Council for a final vote in July 2018.

In anticipation of this initiative, the Seaton Village Residents’ Association created an inventory of all laneway buildings thought to be converted to single and two-storey housing or studio space in the neighbourhood.

Seaton Village has 45 laneways and approximately 40+ 1 and 2 storey existing laneway houses and studio spaces.

We are hoping to learn how your laneway structure functions to better inform our discussions with the City and to help guide these new policies. Our purpose is not to threaten or remove existing laneway housing or garage studio conversions

We hope you can fill out these surveys; one for homeowners or tenants of a main house a second for the occupants of a laneway building (studio space/residential) and third for neighbours adjacent to those structures…Please note that ALL information is confidential. We will not share personal information or comments with tenants/homeowners or neighbours.

Changing Lanes: The City of Toronto’s Review of Laneway Suites – Nov. 30 Public Meeting(2)

The City’s laneway suites study, called Changing Lanes gets underway with a public consultation meeting on Thursday, November 30, from 6:30 to 9 p.m. in the Council Chamber at Toronto City Hall, 100 Queen Street West. We hope you can attend to learn more about the initiative, the next steps in the consultation and review process and provide us with your initial thoughts on laneway suites in Toronto.

A notice with details of the public meeting, which currently appears in Now Magazine and Metroland media, is attached. Please feel free to share the meeting notice and the contents of this email to members of your organizations.

Background

On July 4, 2017, City Council directed the City Planning Division, in consultation with a number of City Divisions, to study the potential to permit laneway suites within Toronto and East York District, consult with the community, and report on a potential implementation strategy in 2018.

What is a Laneway Suite?

Laneway suites are housing units situated on the same lot as a detached house, semi-detached house, or townhouse, but completely detached from the main house. They are generally located in the rear yard abutting a laneway and are smaller in scale than the main house on the lot.

The City’s Review of Laneway Suites

A small number of laneway suites already exist within Toronto, however, the City’s current policies, application requirements, costs, and many technical factors, limit the opportunity to construct laneway houses. The Changing Lanes study is reviewing the potential technical, policy, and process limitations, and will consider a streamlined strategy to permit laneway suites that are appropriately scaled, have adequate amenity space, maintain existing greenspace and character of their neighbourhood, and contribute to the city’s rental housing stock.

Permitting laneway suites more broadly within the City may provide more rental housing opportunities within the City’s established, low-scale neighbourhoods, and provide owners of suitable properties with a rental income source.

Consultation

The November 30th meeting is an informational meeting intended to introduce the idea of laneway suites, communicate the scope the City’s review process, and receive your initial comments on this emerging initiative.  There will be additional consultation meetings scheduled in early 2018 as City Staff continue their internal review, consideration and development a draft strategy regarding laneway suites.

Consultation with the communities in which laneway suites might be possible is an important part of our work. We will provide many opportunities to comment on this initiative and we look forward to hearing from you and your residents.
