Bloor St Bike Lanes at PWIC October 18 and City Council November 7, 2017

At the October 10 SVRA meeting, it was decided the SVRA would depute and provide a “qualified” response to the Bloor St Bike Lane Pilot Project.

Consensus supported the bike lanes WITH significant improvements to the existing design should the lanes be made permanent:

  1. To the cycle track to enhance traffic flow and safety
  2. To the pedestrian realm and to pedestrian safety
  3. With greater consideration of and improvements to accessibility including on-street accessible parking
  4. Better and more parking for bicycles off/adjacent to Bloor St.

The SVRA also sought continued commitment and resources from the City and Transportation Services to work collaboratively with local RA’s and community groups on the permanent design.

At City Hall on the morning of the meeting, the SVRA and other RA’s were assured by Councillors Cressy and Layton, that any permanent design WOULD include SVRA/RA/local consultation and collaboration. Details TBD once the project passed both PWIC then the City Council Meeting on November 7th.

Councillors Cressy and Layton were aware of existing challenges with the track design and are committed to improvements to the public, pedestrian realm, to pedestrian safety and to ensuring greater accessibility on Bloor Streets and immediate, adjacent streets.

Former City Councillor, avid cyclist and motorist Ila Bossuns stated: “Anyone who commutes long distances by car along Bloor is an utter total fool.”

The SVRA’s priorities and deputation shifted throughout the meeting. Hoping to avoid redundancy (58 other deputations means a significant amount of same or similar messaging) and learning of intense opposition from two councillors on the Committee, our initial deposition was re-composed. Note: ABBA – Annex Business Bike Alliance is a group consisting of several businesses along Bloor St, including Fresh Resturant, Midoco, BMV, Theodore 1922, Greg’s Ice Cream etc who are in favour of a modified cycle track with scheduled hours of operation (i.e., not rush hour) that is available seasonally. ABBA disputes the manner in which businesses along Bloor St were surveyed and the results of the several means to determine the financial impact of the lanes to Bloor St businesses. Next Steps: 1. Further consultation with local business; 2. meetings (potentially 2) to review/improve design and options.

Schedule:

  • The current iteration of the Bloor St bike lanes will remain in place with some temporary improvements of (green) paint at key points (TBD)
  • Next summer (2018) water mains along Bloor St are being updated.
  • Streetscaping improvements will be made (Bloor St Study [Ph 1] OPA recommendations) in tandem with the BloorAnnex BIA – more info to come
  • Road resurfacing and the permanent lane design will follow infrastructure upgrades (mains instal + Bloor St sidewalk improvements)
  • Funding has been allocated to the permanent lanes within the 2019 Capital works program.

The SVRA intends to advocate for design improvements and enhancements to improve safety and accessibility and the consideration of ongoing challenges for many local businesses.

The online Bloor Street Bike Lanes – Feedback Survey #2 was launched by the City in December 2016 and will close at midnight – TONIGHT – Thursday, May 4, 2017

FYI for those concerned about local business input in the process:

150 Unique businesses submitted responses to the City’s 1st survey and extensive outreach from the City/project lead Jason Diceman continues to ensure local business participation in the study. A parallel study on the local economic impact of bike lanes on Bloor Street is being led by the Toronto Center for Active Transportation (TCAT), in partnership with University of Toronto, and sponsorship from Metcalf Foundation, Bloor Annex BIA, and Korea Town BIA. University students with an iPad will be visiting store front businesses again this spring to interview merchants directly.
MORE BUSINESS CONSULTATION IN PROGRESS

So far the TCAT/ UofT Economic Impact Survey has interviewed 248 store front merchants in the Economic Study Area on Bloor Street between Christie Street and Robert Street:

Once prior to bike lane installation in October-November 2015;
Again shortly after bike lane installation in October-November 2016; and will again this spring 2017.

City staff will continue to reach out to business over the coming weeks through the local BIAs and directly. Businesses are being encouraged to contact the City to discuss the project and impacts to their businesses.

A new business-focused City online Survey #3 will be launched this summer, to gather more feedback on the pilot bike lanes from local business operators along Bloor Street from Ossington Avenue to Bay Street. We will be asking more in-depth questions to better understand how different kinds of businesses have been affected in different ways.

COMMUNITY CONSULTATION – the SVRA asked for this and the City is delivering!            

PUBLIC DROPIN EVENT #3 – JUNE 5, 2017

A third public information event is scheduled for Monday, June 5, 4-8pm, at Trinity-St. Paul’s Centre. Members of the public are invited to speak directly with the project team, to ask questions and share comments about the pilot bike lanes on Bloor Street. Information will be provided on the latest traffic analysis, online feedback survey results, and next steps for minor design modifications and overall evaluation of the project.

Local Councillors Mike Layton and Joe Cressy will be in attendance. A formal event notice will be distributed in the coming weeks.
